Bardstown Rd. Overlay Committee

The Highland Commerce Guild will be hosting a meeting with the Bardstown Road / Baxter Avenue Overlay District, January 7th, at Gilda’s Club, 633 Baxter Avenue.

Below is an outline of some of the concerns and requests the Highland Commerce wants considered for the Guidelines:

              Page 3 – What kind of Work is Reviewed by the BROD?  The BROD should be concerned only with the exterior construction/changes to the buildings.

            Page 4 – Expedited Review - All Staff opinions which deny applications permit should automatically be appealed to the BROD Committee.

Page 5 – Materials.  The use of Brick and Wood as materials should not apply to signage.

Page 6 – Who Decides? – The make-up of the BROD should be reconstituted. Board members currently are appointed to 3 year terms.  No board member shall serve more than two consecutive3 year terms without rolling off the board.  Any former board member can be invited to serve again, after a one year break.   Staff should not have a vote on the BROD.  There should be no conflict of interest of any member of the BROD with staff.   Multiple positions cannot be held by one person. 

Page 7 - #1 Significant or Contributing Signs – This concept is arbitrary and personally subjective.  When was this category developed and how were the choices made? 

                 Many of the signs that are considered “significant or contributing” would not meet BROD guidelines of today. 

                Are our guidelines interfering with the natural evolution and development of the Bardstown Road/Baxter Avenue corridor? 

                Also, as mentioned above all staff decisions are appealable to the BROD.

Page 10 – All new mechanical equipment (THAT CAN BE SEEN FROM THE STREET) needs approval.

The Highland Commerce Guild would like to see a flow chart that shows the entire process from start to finish.

These concerns are only the ones that the Highland Commerce Guild is currently bringing to the table.  If you have any additional concerns or questions, please send them return email or bring them to the January 7th meeting.

Submit Entries from Aug. 1 to Sept. 10

Photographers are encouraged to capture the many unique treasures of
The Highlands – the wild, the wonderful and the weird!

Photos can include but are not limited to the following:
streetscapes, people, architecture, as well as
favorite places such as Cave Hill, Farmington and Cherokee Park.

There is a $5 Entry Fee which allows up to three photos to be entered.
Judging will occur in September and prizes will be awarded to
1st, 2nd, and 3rd place – and there will be honorable mentions.
There are fifteen Highlands’ businesses who will be contributing
prizes for the contest winners.

Top prizes are from Murphy’s Camera ($250 Gift Certificate),
Chuck Rubin Photographics ( Nikon Coolpix Digital Camera),
and National City Bank ($100 Gift Card).

Proceeds support the mission of the HCG and
a portion will be donated to Gilda’s Club of Louisville.

This year, we have coordinated an effort with Brightside of Louisville to have mulch placed at all 198 trees along the corridor.  The Highland Commerce Guild is calling on all our businesses on the street to make a special effort to clean around their own business, so the Guild can concentrate on placing the mulch around the trees. Also, please pull any weeds that may be growing around any trees in front of your building.   If any business is interested in adding ornamental plants around the trees, please feel free to do so.   We recommend perennials such as lyropia  “monkey grass”, haustis  or something along those lines.  Annuals such as pansies, petunias, and impatiens are great too, they just will need to be replanted next year.  If anyone has inside track on procuring any plantings, please contact the Highland Commerce Guild.
